8 On the contrary, what does it say? The message is near you, in your mouth and in your heart. This is the message of faith that we proclaim: 9 if you confess with your mouth, “Jesus is Lord,” and believe in your heart that God raised Him from the dead, you will be saved. 10 With the heart one believes, resulting in righteousness, and with the mouth one confesses, resulting in salvation. 11 Now the Scripture says, No one who believes on Him will be put to shame, 12 for there is no distinction between Jew and Greek, since the same Lord of all is rich to all who call on Him. 13 For everyone who calls on the name of the Lord will be saved.”

Zion and in Jerusalem shall be deliverance, as the LORD hath said, and in the remnant whom the LORD shall call.” Joel 2:32 (KJV)

Intro: Powerless Unless Activated. God is not at fault when His offer of salvation is rejected. The fault lies solely with the sinful people who refuse to heed and obey the Word of God.

An unbeliever once ridiculed the power of the gospel of Jesus Christ by saying, "If Jesus Christ is able to save to the uttermost, why is it that there are so many unbelievers?" The Christian to whom he was speaking stopped a very dirty little boy who was passing by and turning to the unbeliever said, "Can you blame soap and water for the filth of this boy?" Throughout the ages, countless people have heard the truth proclaimed and yet still rejected it. The blame does not lie with God but with those who choose to live on in their sins and their filthy rags.

1. Whosoever Will Call: “For everyone who calls!”

“Seek the Lord while He may be found; call to Him while He is near.” Isaiah 55:6 (HCSB)

All of us are saved by the same promise. “Whosoever shall call on the name of the LORD shall be delivered.” This verse is one of the great promises of God. God loves every person, no matter his nationality or race. God is not willing that any person should perish; He wants every person to be saved.
 
God promises salvation to every man if the man will do but one thing: "Call upon the name of the Lord." "Whosoever shall call upon the name of the Lord shall be saved." The word "whosoever" means anyone and everyone, no matter who they are. ”Whosoever” means that any person can be saved, no matter who he is. No matter how terrible a person and his circumstances may be, he can be saved. He may be enslaved by the most terrible spirit of sin and evil imaginable - God will still save him.

There is a cost, a sacrifice one must make, you must surrender and dedicate yourself to Christ throughout your life. In everything and through everything, no matter the cost. To "call upon the name of the Lord" means total surrender and dedication of all one is and has. “If any man will come after me, let him deny himself, and take up his cross daily, and follow me."

“And now, why delay? Get up and be baptized, and wash away your sins by calling on His name.” Acts 22:16 (HCSB)

2. Whosoever Will Believe:

To call upon the name of the Lord means you believe Jesus Christ can and will save you. It means that the person looks upon and believes that Jesus Christ is the Savior of the world, that He is the Son of God who came to earth to save men. Very simply, it means that a person believes the message: "For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life."

“That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved. 10 For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.” Romans 10:9-10 (KJV)

How can salvation be in our mouths and hearts? We must first CONFESS! The word translated means to agree with, make a verbal affirmation. We must confess the Lord Jesus, that He is the Son of God who has supreme authority, and therefore, we commit ourselves to His Lordship or authority. Next we must believe in thine heart that God hath raised him from the dead. Jesus is distinct from all other religious leaders, such as Buddha, Confucius, Mohammed, etc. They all died and are still dead, but Jesus rose from the dead to prove He is who He claims to be. The very foundation of the Christian faith is the resurrection of Christ. The bible tells us: “and if Christ has not been raised, then our preaching is without foundation, and so is your faith.”

11 And this is the testimony: God has given us eternal life, and this life is in His Son. 12 The one who has the Son has life. The one who doesn’t have the Son of God does not have life. 13 I have written these things to you who believe in the name of the Son of God, so that you may know that you have eternal life. 1 John 5:11-13 (HCSB)

What has God given us! And do we really need what He has? I don’t know about you, I am not going to take any chances with my eternal destiny! “For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life. For God sent not his Son into the world to condemn the world; but that the world through him might be saved.

He that believeth on him is not condemned: but he that believeth not is condemned already, because he hath not believed in the name of the only begotten Son of God. And this is the condemnation, that light is come into the world, and men loved darkness rather than light, because their deeds were evil” John 3:16-19 (KJV).


Conclusion:

“And it shall come to pass, that whosoever shall call on the name of the LORD shall be delivered: for in mount Zion and in Jerusalem shall be deliverance, as the LORD hath said, and in the remnant whom the LORD shall call.” Joel 2:32 (KJV)

If there has ever been a day when people need to be saved from the bondages of sin and shame, it is today. Think how many people are enslaved or addicted to: drugs, alcohol, illicit sex, pornography, gambling, sports, food, wealth, power, authority, fame, or false religion.

Think how many others are held captive by their depression, emptiness, loneliness, purposelessness, insecurity, jealousy…and so much more. We are all flesh and bones - a part of the material and corruptible substance of this world. We are doomed to die and to face the fearsome condemnation of God. However, there is a way to escape, the way proclaimed by God’s dear servant Joel: call upon the Name of the Lord. All who call will be saved.
